Seems a bit complicated, doesn't it... at least to enforce? I know that we have some laws about needing permission, at least to publish (I think, I am not a lawyer), and it seems that Hungary already had a law in place that prevented publishing photos without permission of each person in the photo (which I imagine people get around by blurring faces if they can't find the people).
Plus, if you're a photographer, and you are taking photos of people in real life situations, asking them permission first (as opposed to afterward) is going to take away the naturalness, the spontaneity.
