And yet, they are "no part of the world." Doesn't the (worldly) government(s) issue (and process as well as deliver the mail upon which is affixed) postage stamps? Oh, wait - maybe not in New Zealand. Loopholes. Forever loopholes. Which is TOTALLY "using" the world, if not a part of it.
