Over on jwn there is a thread asking about HLC/HIS committee WTBTS has set up and who "helps fund it". Pertaining to the question the author asks about, I found this piece, buried in google, yet am not able to add it to the thread there, for informational purposes.

Couldn't figure out, dear Skals (peace to you!)... and then realized that perhaps we should say "Welcome" to the author as they apparently in addition to posting to and reading on JWN, they also read here (and, hence, can see your links which may provide an answer).
