My guess: COs visiting the congos annually. Circuits rearranged to consist of more congos instead of 20 (extra ones could be foreign language ones and served by CO via an assistant CO.) The replacement of the second visit will be by the 'Watchtower representatives', aka hardcore bethelites, whose visit might be shorter (a couple of days, instead of a week), and their role would be more CONTROL, and to assure LOYALTY and OBEDIENCE to the GB popes.
